Guidelines set by the Department of Homeland Security (DHS) require all participants to be US citizens, US nationals, or receive DHS approval to attend a specific training event. Individuals requesting approval to attend must show that their attendance of the course provides a direct benefit to a U.S. state, local, tribal, or territorial government and complete a form. Direct benefit can be demonstrated by:

• Acknowledgement from a U.S. state, local, tribal or territorial jurisdiction representative that you need to attend the training course including:
• What is your relationship to the jurisdiction?
• Why is your attendance important to the jurisdiction?
