National Disaster Preparedness Training Center at the University of Hawaii
The NDPTC is a member of the National Domestic Preparedness Consortium (NDPC), which was expanded in 2007 to address all-hazards capabilities by the addition of the University of Hawai`i. The NDPTC is authorized to develop and deliver training and educational programs related to homeland security and disaster management, with a specific focus on natural hazards, coastal communities, and the special needs and opportunities of islands and territories. The NDPTC actively engages internally with FEMA and the University of Hawai`i, as well as with external partners across the region to integrate the delivery of its trainings, products, and services.
On February 9, 2010, the NDPTC officially announced their opening with a special ceremony at the East-West Center at the University of Hawaii at Manoa. The ceremony was attended by more than 200 community leaders, emergency responders and educators.
Uniquely positioned geographically and culturally, the NDPTC works collaboratively to develop and deliver training and education in the areas of disaster preparedness, response, and recovery to governmental, private, tribal, and non-profit entities, and under-represented/under-served communities. It incorporates urban planning and environmental management, emphasizing community preparedness and addressing the needs of vulnerable at-risk populations.
Through an extensive collaborative process involving the NDPTC staff, partners and others involved in the program, we have produced a Strategic Framework. The purpose of this document is to identify the NDPTC's overarching goals and objectives through the articulation of a set of core values and principles to guide the development of training and educational activities. The NDPTC has completed conducting a needs assessment survey to determine the most critical training needs to help communities prepare for, respond to, and recover from natural disasters. View the full report (PDF, 3.09 MB)
The Whole Community Concept is central to NDPTC’s training and education programs. As recent events in the region have demonstrated, cascading disasters link natural, technological, and social systems requiring consideration of “maximum of maximums” scenarios, and understanding and meeting the true needs of the entire affected community. In conjunction with hosting the quarterly meeting for the National Domestic Preparedness Consortium (NDPC) during the week of February 8 - 11, 2010, the NDPTC had an opening ceremony at the East-West Center, Keoni Auditorium at the University of Hawaii at Manoa. Senator Inouye addressing the group via video reminded the group of the lessons from recent tragedies in Haiti and American Samoa, "must be a lesson to us all...about the importance of being prepared...about the importance of training. While we will never prevent natural disasters from occurring, I would like to believe that with preparation and training, the loss of human life and suffering would have been significantly less."
As a member of the National Domestic Preparedness Consortium, the NDPTC is a DHS/FEMA training partner dedicated to providing critical
all-hazards training throughout the United States and its territories with an emphasis on natural hazards and island and coastal communities.
